2020.07.04 15:07 s810 Old Austin Tales: "The Republic of Texas is no more." - July 4, 1845

It's the Fourth of July but the only firework shows tonight will be in office parks and people's driveways. Most of the city is closed due to the COVID plague and large gatherings are prohibited. It seems some people aren't feeling very patriotic due to current events and I can sympathize. I think most everyone will agree it's been a shitty year so far.
But as bad as things are now, Austin has seen much worse in the past, particularly in that first decade after it was founded in 1839. There was a constant threat of Comanche attack on settlers and their property, strange diseases like Dengue fever that today we don't think of all that much, a lack of permanent housing, and transporting anything of value from elsewhere to Austin was a very expensive crap shoot. Add to all that the animus of President Sam Houston, who thought the Texas Capital should be somewhere else, and who consequently touched off the Texas Archive War in 1842, during which a good number of Austin citizens, fearing a Mexican army attack and abandonment by the Republic, fled the area forever, never to return.
Austin almost didn't make it. The population dwindled from a few hundred people at the start of the 1840s to a little more than a dozen by 1843. It wasn't until 1844-45 that a few people started returning, when a fellow named Anson Jones took office as the last President of The Republic of Texas. President Jones convened a constitutional convention here in Austin to take place on the Fourth of July of 1845 to address the issue of statehood, and lobbied Congress for the cause. Austin needed this, and the thought of a Capital on the Colorado was cemented in the minds of many old Texians who might have been on the fence about the status of Austin during the Archive War.
So I thought today I would share the story of how Austin went from being the capital of a country to the capital of a state, and in doing so became part of The United States of America. To do this I'm going to quote from a well-quoted source: "The Annals of Travis County and of the City of Austin: From The Earliest Times to 1875" by Frank Brown, a book written over 100 year ago that contains many first and second hand accounts from the people who were there.
We pick up the story in May of 1845, just after the Texas Congress had met and closed its regular session at Washington-on-the-Brazos. Quoting now from the fifth volume of 'The Annals' that cover 1844-1849:
On May 5, President Anson Jones issued a proclamation at Washington, recommending to the people of Texas that an election for deputies to a convention to be held in the several counties on June 4 upon this basis: Each county to elect one deputy, irrespective of the numbers of votes it contained; each county, however, casting at the last preceding election three hundred votes but less than six hundred votes to have two deputies; each county voting at that time six hundred to less than nine hundred, to have three deputies; and each county having upwards of 900 to have four deputies. This gave Bastrop county one deputy and Travis County one deputy.
The convention was assembled at Austin on July 4, proximo, for the purpose of considering the proposition for the annexation of Texas to The United States, and any other propositions that might be made concerning the nationality of The Republic of Texas, and said the proclamation, should they judge it to be expedient and proper, they were to adopt provisionally a constitution to be submitted to the people for their ratification, with a view to the admission of Texas as a State of the American Union.
Formal Consent
The Texas Congress met at Washington-on-the-Brazos, June 4, and gave its formal consent to the propositions embodied in the joint resolutions of the U.S. . Congress providing for annexation. Those resolutions declared that Texas might be admitted as a state of the Union (with the consent of the existing government of Texas) if constitution and ordinance, looking to that end, that were ratified by the people at an election, held for the purpose of showing an expression of their will.
Much interest was manifested throughout Texas this spring and summer at the prospect of Annexation, and the matter was universally discussed, to the exclusion of nearly all other topics. There was a small minority opposed to the annexation project, but the masses favored it, and it was carried with a "Whoop!".
The National Register, published at Washington(on the Brazos) by D. Miller and William H. Cushney, opposed the measure. The feeling against them was so bitter on account of their opposition, that parties residing at old Independence, it was said, threatened to mob the office. But in the end it was not done.
Meeting at Bastrop
The people of Bastrop County met at the courthouse, May 14. General Ed Burleson was called to the chair, and R. A. Rutherford made secretary. The meeting was addressed by Dr. E. Mallory, Senator Caldwell, John W. Bunton, S.S.B. Fields, and Col. Daney of LaGrange. A committee was appointed to draft resolutions (...)
Resolutions were reported favoring annexation. The meeting, however, passed a resolution disapproving President Jones' proclamation as being dictatorial, and an attempt to frustrate the anticipated action of Congress: they said that no contingency had arrived rendering said proclamation necessary and that the whole question should be remitted to Congress, when it again met.
Late in May, the opinion prevailed with the people of the western counties, that their rights would be in jeopardy in the convention soon to assemble. They, therefore, prepared to send their ablest men. In Travis county, Judge James Webb, was nominated at a public meting held at Austin; and in Bastrop, Col. John Caldwell was placed in nomination.
A letter from Austin, early in June, stated that the long-neglected place was again beginning to show signs of improvement. It was said that detachments of United States troops would at once be stationed along the frontier, and that many who had deserted their homes were preparing to return. Orders had been issued by the President for workmen to be employed to fix up the dilapidated public buildings at Austin.
A tie
At the election held June 2, for delegates to the Constitutional Convention, there was a tie vote between Col. William Cazneau and Judge James Webb. At a special election held shortly afterward, Col. Cazneau was elected without opposition.
The Convention
On July 3, nearly two-thirds of the members of the Constitutional Convention had arrived at Austin; and as all were desirous to expedite business, an informal meeting was called at the capital that day at five o'clock, P. M. On motion of Judge Lipscomb, General Rusk was called to the chair. A committee was appointed to draft an ordinance declaratory of the assent of the people of Texas to the joint resolution of the American congress relative to annexation. The meeting then adjourned.
The committee set in the evening at 8 o'clock and continued in session until nearly midnight. On the morning of the 4th the convention met at 8 o'clock, Judge A. S. Lipscomb in the chair. Gen. Thomas J. Rusk was elected President without opposition.
A committee of fifteen was appointed to draft an ordinance declaring the assent of the people of Texas to the joint resolution of the American Congress proposing annexation. A message was then received from President Anson Jones, at Washington. The committee of fifteen promptly reported the ordinance, and it was promptly adopted. The only negative vote was cast by Richard Bache (a grandson of Benjamin Franklin), who represented Galveston County.
Thus, on the first day of the Convention it gave a formal expression to the will of the people of Texas. Then the fact was announced the villagers assembled at the capitol and manifested the most enthusiastic joy.
The Feeling
A bad state of feeling developed at Austin during the sitting of the convention. It seemed to pervade all classes, and was particularly marked among the delegates. There was a scheme to entirely do away with the existing government, and set up a provisional one. This is shown by the following letters from some of the delegates to President Jones, at Washington. Had the project gone through, a condition of anarchy might have ensued.
On July 8, William B. Ochiltree, a delegate, wrote from Austin to the President, saying: "I think by all means you shall come to Austin with the government at the earliest possible date. This convention is might to do mischief. Matters that every principle of precedent and propriety require should be carried on through the existing government, are being arranged directly by the convention. The reason given is your excellency called them to the seat of government; that you are absent; and that the archives of the state department are at Washington. The western members are silent, objections one from other parts of the country "
July 25,, James L. Farquhar, a delegate from Washington county, wrote as follows to the president, still at Washington: "I arrived here on the 2nd. Instant, and find considerable excitement among the members of the convention. I am certain of one thing, that is, if you do not come up we will get into confusion. I write these lines informing you of facts, as a friend, and l hope you will receive then as such. You know your duty, and I believe it will be performed but, I write to inform you of the excitement prevailing. Many of your old friends wish you would come up."
On July 28, Hon. Van B. Irion, also a delegate from Washington county, wrote to the President, thus: "From that I have seen, I believe it is the intention of some of the members of the convention to make an attempt to destroy and abolish the present existing government, and to establish in its stead one of a provisional character. To my surprise and astonishment I find that some of the most distinguished and able members of this body are inclined to favor the measure. I shall do all I can to defeat it, and shall denounce any project of the sort, both here and elsewhere. I feel it my duty, and thus feeling, I shall oppose it with all my might. I think a majority will oppose revolution. x x They have been wanting your expected arrival here before they attempt operations--though whether you come or not, the attempt will be made. "
The President, in his diary, remarked that from the best data he could obtain, there was a majority of from two to five or six in the convention in favor of the measure alluded to by Col. Van Irion, and that Gen. Rusk headed the faction of disorganizers.
On August 6, William B. Ochiltree again wrote to President Jones from Austin, that he (the President), was anxiously expected here and that his friends were disappointed because he did not come. He said: "The Convention is rapidly drawing to a close, and I find the opinion gaining ground that on the passage of the constitution by the convention, it will operate as a supersede of the present government. I trust that that party will not prove as strong as they now appear confidently to believe that they really are. If you were here now, your presence would do much to allay the feeling. I find many men busy in that behalf from whom I little suspected such a course."
The project to supersede the established govern meat was not carried out. It must have been abandoned.
President Jones, in his diary, remarked: The above letter was important as showing how far the arts of emissaries had extended. I stayed, however, long enough from Austin to show was not frightened, and went up there soon enough to save the country from anarchy."
So not everyone in The Republic of Texas was hyped about joining The United States. Some lawmakers seriously considered trying to overthrow the government out of worry that their rights would be curtailed. A good number of these men were slaveowners and that issue was probably a large part of the "rights" they were talking about being interfered with.
In any case, a good telling of the end of it comes from another very old book, this one written by a man named Alexander Terrell, who among other things, was a local lawyer for a number of years after Reconstruction, and one of the founders of The Texas State Historical Association. He wrote a small article I think originally for an old newspaper that now appears on the JSTOR catalog called The City of Austin from 1839 to 1865 which describes the last day of the old Republic. Quoting this:
On the ground just in the rear of the present (late 1800s) City Hall (8th & Colorado St.), President Anson Jones delivered his last address. He closed it with the remark "The Republic of Texas is no more", and lowering the flag of Texas, hoisted that of the United States. Then Governor J. Pickney Henderson delivered his inaugural address. Captain James Swisher and Morgan Hamilton both told me that the hillside was covered with people, and that many a strong man wept to see the old Lone Star flag go down. They had sustained the flag for ten years on many a battlefield, and dreaded a future conflict over African slavery in the United States, for war clouds were even then gathering.
President James K. Polk signed the articles of annexation on December 2, 1845 which officially extended the laws of The United States over Texas, although the state government wasn't due to officially commence until February of 1846.

Hola! (english below!) En otra oportunidad me han ayudado mucho a armar mi proximo viaje, asi que ahora, mas cercano a la fecha, vuelvo para seguir pidiendo consejo!
Un poco de contexto: hombre, 30 años, practicamente cero estado fisico; voy a estar pasando 4 dias completos en El Chalten, y mi idea es hacer la mayor cantidad de caminatas posibles.
Por lo que me han comentado aqui y la info que he visto en internet mi plan es: - 1 dia caminata Laguna de los Tres - 1 dia caminata Laguna Torre - 1 dia caminata Lago del Desierto - 1 dia para ??
La idea es siempre salir y volver del hostel, ya que no tengo equipamiento para pasar la noche en la montaña. Me recomendaron hacer noche en Poincenot, pero no tengo carpa ni bolsa ni nada, y no puedo tampoco ponerme a hacer mas gastos. Pregunta #1: hay alguna otra alternativa para pasar la noche en la montaña? Un refugio donde alquilen un colchon en el piso por ejemplo?
El problema que tengo ahora es que no se que deberia llevar para este viaje. Es la primera vez que hago un viaje asi, y lo unico que tengo definido es pedir prestada una buena mochila. Pregunta #2: Alguien conoce alguna lista en algun sitio que me pueda orientar respecto a lo que tengo que llevar? Lo unico que he visto por ahora es la lista de Travelsauro, que es excelente; pero me serviria si puedo comparar con otras ideas tambien. Pregunta #3: Tal vez alguien pueda indicarme ademas cosas necesarias e imperdibles que son criticas para llevar?

The idea would be to do all day trips (leaving from the hostel and coming back), since I don’t have any equipment to do an overnight in the mountain. Question #1: is there any alternative to something like bringing your own tent and sleeping bag? maybe some kind of shelter were you can pay for a mattress on the floor so I don’t have to buy all that stuff?
The main problem I’m having now is the I don’t know what should I carry (aside from borrowing a big backpack). Question #2: is there a list somewhere online you would recommend of the ideal backpack contents? I’ve seen the Travelsauro one so far, which is great, but maybe I could compare with other ones. Question #3: Maybe somebody can recommend stuff I should never forget to carry? Stuff that is really important I might be overlooking?
I will probably keep asking as the trip gets closer, but for now this is my main concern as I would have to go shopping! In any case, any and all advice will be greatly appreciated!! Thanks a lot!!

I've seen a lot of my Venezuelan friends on Facebook calling for people to take notice. They say "the world needs to know about what is going on in Venezuela" "sign this petition for the international community to act." But what then? What would you want to achieve by this? Once the world takes notice, and the US Secretary of State has made a statement condemning the violence, then what? What's the end game? I know you guys are putting your safety on the line going out to protest and aren't just sitting at your computers messing around, but I once saw a photo (from a friend in Venezuela) that made me think...It was a picture of an ugly looking protest in Argentina with the caption "this is how the rest of the world protests" and then a picture of several people on their blackberries with the caption "this is how Venezuela protests." How is this different than previous protests? HAHAHA, that was true. Until February 12th of this year, the very hard situation we are all living in this country is very hard and more and more people are taking notice of that, you don't know what to expect for the people or the government. But this has to end.
What are some of the ways the protesters are fighting against the government? Organizing marchs, rallies, street assemblies, social media, the use of some services like streaming, reddit, international organizations like OEA (today some students in the capital gave some documents to official OEA members) and some more ways that i can stay for hours just telling you. Yes, today i went to a protest in my hometown and in some point people began to run becuase of the police and the national guard, i thought so much stuff about my family and my friends, thankfully nothing bad happened, and that's an example of many that i can give you. What is it like living there right now? A nightmare, if you go out to the streets at night or even very early in the morning you'll get robbed. If you go out in public transportation you'll see ridiculously large lines of people trying to get into the supermarkets to find some food and supplies. There's a group of people called "Bachaqueros" who smuggle these products to Colombia and leave us with nothing in the shelves of the grocery stores and market chains. I can stay for hours just telling you what kind of hell is this. Thanks for asking!
Why take those products to Colombia and not the other way (taking them from Colombia)? Edit: typo. Because of the currency exchange, it's better to sell those products in Colombia and bring the money to Venezuela, sell the money in the black market and obtain huge profits in our Currency (Bolivar). All of these is because our currency is devaluated.
I've never been to Venezuala but I've always been fasinated and confused by Chavez, and now even more so with Maduro. I happened to be traveling in Cuba when Chavez passed away and his image was everywhere, almost as much as Che's image. Everyone was crying and seemed to be really heartbroken over his passing. As an American it is confusing for me, we have always been told that Chavez was the epitome of evil and then I go to Cuba and it seems like he is worshiped. What is your opinion on the American perception of Chavez and the opposite side, the Cuban perception of him. Did the majority of Venezualans approve of him? What do you think of the other leaders like Evo Morales of Bolivia and the Castros of Cuba and their relationship with Chavez and your country? Yes, when Chavez was alive the majority of the Venezuelans voted for him, but that doesn't mean that he was a great president. Chavez is the main responsable of this mess we are living, through expropiations and price controls, concentration of powers. I do not think bad of Cubans or Bolivians or any other people, but I think that our leaders are hiding behind a populist speech and are giving a bad time to our people, is fascinanting the figure of Hugo Chavez as a martyr of the poor people, but if you investigate more and talk more about it with venezuelans, you will find another face of the coin, THANKS SO MUCH FOR ASKING!

My girlfriend is from magarita and currently lives in the us. She marched with the students in 2002 and is heavily active in spreading awareness. She believes that these marches are doing nothing more than giving police more opportunities to promote their violence. I tend to agree with her. It have been shown in various other marches that the government doesnt give a shit about its citizens. Why march if you know what is going to happen again and again? When comes the time for you all to get your own hands bloody and start making a point? What is your end game? What are you trying to do by walking unarmed toward the police? When was the last time you drank a glass of milk? When was the last time you ate chicken? Also when was the last time you went to KFC and how much does it cost? When was the last time you used toilet paper? And how much did you pay for all 3? Milk last week. Cicken today and it cost us 20$ per Kg in a black market, the only place you can find the quantity you want, we bought three Kg. Here in my house right now we don't have toilet paper since four days. KFC combos are between 9 to 12$ You'll pay for all those 3 things like 27 to 30 bucks.

What are the goals of the protest? I haven't been keeping up. Is it more reform (we don't want to change the government just some of the policies) or more revolutionary (we want Maduro out!)? We want Maduro out. To be sincere, but that's very difficult, but we think that the consequences of these protests will be a vital tool that will help us to get out of this nightmare we are living right now.
Some protests are pacific, some are not. We are humans and we are tired of this.
I understand that this must be very hard for you. I wish for Venezuela the same I wish for all countries, happy, free and comfortable citizens. Venezuela has a lot of economic problems and that isn't good. Good luck to the Venezuelan people. Also, how is Maduro taking this? He shows up on the television dancing with kids and saying things about pacifism when in the streets there's a lot of violence and complaints about the administration 7 out of 10 Venezuelans thinks that this government can't find solutions to our problems, and that's worrying.
Pacifism from the guy that pushed for greater relations with Gaddafi's Libya who funded many terrorist organizations? Hahahahaha! Good one. What are the solutions to the problems Venezuelans are facing and how can a new government take those solutions into effect? First we have to create a Front of Social Responsability and a good Justice System, make our economy more flexible and less bureoucratic, get rid of the currency exchange regime in a mid-term, and be sincere with the prices of the products so that Producers of goods can sell them for a fair profit, that's a tiny example of what miracle we have to do here.
How has the government managed the economy? I know the government claims to be socialist but is it really? How about the justice system? Our justice system is the worst in the hemisphere, we have people who are called "Prams" they are criminals who control the prisons and the crime in streets from there, that's a tiny example of corruption in that context.
About the economy whe have a currency exchange regime that only lets you carry 3000$ a year for expenses if you want to go out borders and a black market where you cand find dollars 8 times more expensive.
Our inflation is killing us with 56% the last year, the largest in the continent (some say the world) and some extraoficial studies say that was 78%.
Our currency is devaluated weekly so you can imagine how we are dying slowly in here, we don't know what to expect. These are some examples, thanks so much for asking.

Only the richs and the criminals experience that economic freedom here, the medium class had a resurgence in the last 2000s but with the global crisis and the policies that the government took, everything screwed up and people now have to make miracles to just live a tiny decent life.

Venezuela is also known to have the best plastic surgery (booty!) in South America. How does Ms. Universe bright forth light on your current political and human issues? $6 for a 2 Ltr of coke? A butt implant has to cost bank! How do you fund the revolution there? Very awful, there is not a revolution here, it's just an evolution to a kleptocracy. And yes a plastic surgery here will cost an eyeball. We have an actual Miss Universe and the worst economy and political bureaucracy of the Universe too. If you need a passport as a Venezuelan you have to pay more than 1000$ to get one or wait 6 to 9 months. That's an example of the corruption here.

Idealists in first world countries always seem to want to establish socialism where they live, because they believe they can do it correctly. What would you say to them? THATS A GOOD QUESTION: Eduard Bernstein german social democrat (close to Marx and Engels) once said that Marxism and his derivates had to be revisited in the study camp, he once believed that through Capitalism you can achieve a good amount of socialism in cilivized communities. Personally i don't believe in socialism, and i think that commerce and freedom are indeed natural forms of expression in human beings. Those first world countries can take those experiments because they have enough money and people prepare for the understanding of that, but i don't recommend it.

Yes we Venezuelans (said by the government) can do that, but I live in an apartment, the government doesn't take away EVERYTHING that people have, but i have to say that expropiations to private enterprise in the last 7 years is the main cause of the shortages that we are experiencing.
